Cynthia Flynn, PhD

Director, The Center for Child and Family Studies

Making Change Happen

Dr. Cynthia Flynn believes that children and families deserve the highest level of services possible. She helps agencies improve the quality of these services in her position as the Interim Director of The Center for Child and Family Studies

As the Center Director, she guides the strategic planning for the Center. Part of that is keeping the Center’s work aligned with the University’s mission: To serve our state’s citizens through research, teaching and community engagement. The Center remains one of UofSC’s most active participants in the South Carolina social services community. It does so by building capacity in those who serve our state’s most vulnerable populations. Dr. Flynn also makes certain that our self-funded institution is offering the best product possible to our clients thus continuing to earn the respect of the College and the community for the quality of the Center’s work and dedication.

Dr. Flynn has conducted research studies in the child welfare field including adoption, education of foster youth, and foster youth placement and has conducted numerous program evaluations in a variety of contexts. Some of the current projects she oversees at CCFS include:

  • Quality assurance reviews of child welfare cases for the South Carolina Department of Social Services (DSS)
  • Longitudinal survey of teens in foster care for DSS- National Youth in Transition Database
  • Instructional Design and Production of in-person and online training for various programs and agencies
  • Training of child welfare, economic services, and adult protective services staff at the DSS
  • Eligibility, Enrollment, and Member Services training for the South Carolina Department of Health and Human Services (HHS)
  • Training/program evaluations for DSS and HHS

Research Background

Cynthia has a PhD in education from the University of North Carolina at Chapel Hill. She has 40 years of experience working in human service and education programs. She has used both qualitative and quantitative data analysis techniques to analyze findings.
